JOB DESCRIPTION: The Division of Preservation Finance provides a variety of low interest rehabilitation loans to residential buildings throughout the City. The Division of Preservation Finance plays a key role in the Mayor's $7.5 billion ten year plan to construct and preserve 165,000 units of affordable housing. The Director of Multifamily Programs will report directly to the Assistant Commissioner for Preservation Finance and have responsibility for overseeing programs dedicated to funding rehabilitation for multifamily buildings. The position includes supervision of 3 - 4 Program Directors and assisting in overseeing all activities of the programs. Duties include ensuring programs achieve yearly production targets; assisting Directors in trouble shooting and solving complex problems that may arise in projects or programs; guiding the preparation of program budgets, production targets and other program reporting; and coordinating loan processes which flow between work units in the division. The position is also responsible for various operational functions for the unit including implementing new initiatives, and carrying out various administration tasks on behalf of the Assistant Commissioner. PREFERRED EXPERIENCE AND SKILLS: Candidates should have at least 3 years of supervisory experience overseeing complex programs or operations. Excellent analytical, written and verbal communication and organizational skills and knowledge of Microsoft Word and Excel are strongly preferred. Familiarity with Access is valuable. A background in real estate development, residential lending, financial analysis, and/or community development is a plus. EXECUTIVE DIRECTOR OF CENTRAL ELIGIBILITY DIVISION--NYC HUMAN RESOURCES ADMINISTRATION--The New York City Human Resources Administration's (HRA) Medical Insurance and Community Services Administration (MICSA) is seeking to hire an Executive Director of MICSA's Central Eligibility Division (CED), who will be responsible for ensuring that the most appropriate level of coverage is provided to uninsured individuals who are eligible for public health insurance to NYC residents and not to those who are ineligible or engaging in fraudulent activities. The Executive Director position is the leader within MICSA overseeing this mandate. The Executive Director of Central Eligibility Division is responsible for overseeing MICSA's CED, Nursing Home Division and Facilitated Enrollment Assessment Unit (FEAU). These divisions process over 452,334 new applications annually, 80% of the agency's public health insurance applications. The Executive Director of Central Eligibility Division will also liaison with 436 providers on behalf of consumers. S/he will be the lead contact through whom HRA will coordinate NYC's efforts to curtail Medicaid fraud - much of which begins with fraudulent behavior upon enrollment. The Executive Director of Central Eligibility Division will oversee all data matches to detect and prevent fraud committed by consumers, facilitated enrollers, providers and community agencies. Additionally s/he will oversee the closure of cases in a timely fashion and that managed care payments are terminated immediately where warranted. This will result in hundreds of thousands of dollars of savings annually. Qualification Requirements: 1. A baccalaureate degree from an accredited college or university and four years of broad progressively responsible experience including two years at the administrative or managerial level in a governmental agency, business firm, civic or community organization operating in the area of social services; or 2. A satisfactory equivalent combination of education and experience. However, all candidates must have a baccalaureate degree from an accredited college and the two years of experience at the administrative or management level as described in "1" above. Salary Range: $56,158 to $119,833, depending on education and experience. New York City residency is required within 90 days of appointment.
