The New York City Human Resources Administration (HRA) Office of Child Support Enforcement (OCSE) seeks two seasoned, senior finance management and accounting management professionals with a commitment to public service and a desire to make a difference in the lives of the families we serve, to function as Executive Directors of Fiscal Services. Each Executive Director will oversee two major areas of Fiscal Services: Payment Adjustment and Accounting, and Audit and Accounts Maintenance. OCSE is a large, dynamic and growing governmental organization located on the southern tip of Manhattan. This is an exciting opportunity to apply your broad talents and skill set to make a significant public service contribution.
The New York City HRA/Office of Child Support Enforcement (OCSE) is responsible for the establishment of paternity and for the establishment, enforcement, and collection of child support. The child support enforcement program in New York is state supervised and locally administered by child support enforcement units (CSEU). The NYC OCSE is the largest CSEU in the state and one of the largest in the country, with approximately 900 staff managing over 415,000 cases, collecting $620 million dollars last year.
Working under the direction of the Assistant Deputy Commissioner for Fiscal Operations, the Executive Directors of Fiscal Services will ensure the performance and effectiveness of the Fiscal Services division, which entails significant managerial oversight and direction of the Payment Adjustment and Accounting units in one position, and Audit and Accounts Maintenance in the other. Payment Adjustment and Accounting units are responsible for ensuring funds received are credited appropriately to over 300,000 child support accounts; applying and/or refunding Federal and State Tax Intercepts to appropriate parties; investigating and responding to claims of non-receipt of child support payments; reviewing case load to identify child support cases with undistributed monies, investigating reasons, correcting problems and distributing funds, if appropriate; monitoring the reconciliation of collections processed by the centralized payment processing center in Albany, N.Y.; ensuring all returned and stale dated disbursements are reviewed and reentered on the Child Support Management System; ensuring all stop-payment requests are investigated and processed in a timely manner; overseeing the bank reconciliation; Audit and Accounts Maintenance units are responsible for preparing and providing certified financial accounts statements utilized by Family and Supreme Court Magistrates to adjudicate child support related court hearings; interpreting the language in Family and Supreme Court orders to assess the accuracy of prepared accounts and records for the processing of administrative reviews, and to verify the validity of resulting statement calculations; ensuring OCSE records reflect Family and Supreme Court orders and all funds are properly accounted for; making adjustments and corrections to accounts.
The Executive Directors will ensure Fiscal Services staff comply with all federal and state regulations and procedures; identify ways and means to further improve staff performance and workflow processes; identify and quantify resource and training needs; manage workload to ensure timelines are met and work is completed accurately; and, ensure all standard HRA procedures relating to time/leave, evaluations, and discipline are followed.
Required Skills:
Strong project management, troubleshooting, communication & conflict resolution skills; Strong leadership, organizational planning, development & operations management experience; Expertise in desktop software (MS Project, Excel, Visio, PowerPoint, MS Word)
Preferred Experience:
Child Support Enforcement; WMS including Cash Support, Medicaid, SSI, and/or Food Stamps issuance.
Qualification Requirements:
1. A baccalaureate degree from an accredited college or supplemented by 24 credits in accounting, including one course each in advanced accounting, audit and cost accounting and four years of satisfactory full-time professional accounting or auditing experience, at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work; or
2. A valid New York State Certified Public Accounting license and at least 18 months of satisfactory full-time professional accounting or audit experience in an administrative, managerial or executive capacity or supervising a staff performing accounting or auditing work.

Required Skills:

PROGRAM SUPERVISOR - SUPPORTIVE HOUSING--Bowery Residents' Committee--POSITION: Program Supervisor (Brooklyn/Bronx) (2 positions)
The Bowery Residents' Committee is launching a new 90-unit scattered site supportive housing program to address the needs of chronically homeless single adults who have a substance use disorder and have a disabling clinical condition that impairs their ability to live independently. Services will consist of providing clinical assessments, case management, public benefits/entitlements advocacy, and other related services. Most services will be provided in the homes of clients.
HOURS: Monday - Friday, 9:00am - 5:30pm
DUTIES/RESPONSIBILITIES: Responsible for assisting Program Director in management of day-to-day operation of scattered site supportive housing program. Supervise assigned staff, including case managers and health care coordinator. Oversee the development and implementation of service plans and the clinical coordination of services to clients through auditing of clinical charts, facilitating interdisciplinary team meetings and case conferences, and other supervisory techniques. Train staff in clinical interventions and harm reduction techniques. Ensure compliance with government funding (NYC Dept of Health and Mental Hygiene) contract and regulations. Submit monthly and quarterly reports as required, and attend meetings in the absence of the Program Director.
QUALIFICATIONS: MSW or related graduate degree preferred and BA required. Significant experience working with individuals who are chronically homeless, who have substance abuse disorders, and other clinical disabling conditions preferred. Knowledge of NYC housing system, including HRA Supportive Housing application process preferred. Demonstrable written and oral communication, and group facilitation skills. Computer proficiency in Microsoft Word and Excel required. Must have the ability to work in a high stress /high volume environment, while maintaining open communication with the other components of treatment and operational teams. Two years experience in clinical and administrative supervision preferred.
SALARY: $46,000

Specific responsibilities include:
* Conceptualize and lead the youth organizing support program;
