ASSISTANT COMMISSIONER FOR HOUSING POLICY & PLACEMENT--NYC Dept. of Homeless Services--The NYC Department of Homeless Services (DHS) seeks an Assistant Commissioner for Housing Policy and Placement in the Family Services Division. Under the direction of the Executive Deputy Commissioner for Family Services, the Assistant Commissioner will be responsible for overseeing day-to-day operations of the Housing Policy and Placement Unit, developing, implementing, and managing all programs and services within the unit, and devising strategies to ensure the successful relocation of individuals and families back into the community and into permanent housing. The Assistant Commissioner will represent the Agency by liaising with NYCHA, HPD, and other city, state, and federal agencies to ensure coordination of program offerings and services and to develop strategies to increase access to permanent housing. The selected candidate will also be responsible for managing the day-to-day operations of the Agency's Call and Customer Service Center which allows brokers/landlords to register vacant apartments for inclusion in the City's Advantage New York programs, the primary rental subsidy program for clients living in shelter; and provides customer service to the real estate and client communities. The incumbent will also be charged with overseeing the Apartment Inspection unit, which works with landlords throughout the five boroughs. The ideal candidate will have extensive knowledge and experience with outcome management techniques, the use of targets to achieve program objectives, and performance measurement systems. S/he will have demonstrated experience in analyzing administrative data to produce trend reports and informed decision making, team-building, managing workflow, and developing and monitoring tracking systems toward desired outcomes. The selected candidate will supervise staff in the Housing Policy & Placement Unit to ensure that deadlines are met and that the work produced is of the highest quality. The selected individual will be required to effectively solve problems working with groups of individuals with different interests, to supervise staff of varying levels of experience and education, and to successfully manage a large portfolio of complex projects to completion.
Preferred Skills: The selected candidate will have proven skills managing complex programs, systems and operations; thorough knowledge of NYC Family Homeless programs, services and data systems; extensive knowledge of the fields of housing and homeless services administration and government subsidy programs; knowledge of HUD HQC standards; and an understanding of strategic marketing and the ability to develop and manage relationships with the NYC real estate (landlord) community. Master's degree preferred.
Minimum Requirements:
1. A Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/ administration, labor market research, economic planning, social services program planning/evaluation, fiscal management, or in a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
New York City residency is required. Position is open until filled. Appointments are subject to Office of Management and Budget (OMB) approval. Salary: $63,090/yr. - $162,790/yr.
