Tenants in a dilapidated Harlem apartment building won a longstanding battle last week when Housing Court Judge Kevin McClanahan appointed an independent administrator to run their development. Ennis Francis Houses, a 231-unit complex subsidized by the federal Section 8 program, was plagued by mold, leaks and heat outages [see “Sour Disposition,” City Limits magazine, December 2003]. Under pressure from the tenants, the city intervened, urging the judge to appoint Abyssinian Development Corporation as administrator. “There was so much evidence that this property had been fiscally mismanaged and the landlords weren’t doing what they were supposed to do,” said Tracy Paurowski, a spokesperson for the New York City Housing Development Corporation, which helped broker the deal. “Now everything is falling into place.” [11/8/04]
