Robert V. Hess

The late Robert V. Hess was Chairman & Chief Executive Officer, Housing Solutions USA, a New York City-based next generation nonprofit that is setting a new paradigm in housing services for the homeless with management, operational and public policy expertise.

Rob was an innovative leader with a track record of success in developing programs that have ended homelessness for thousands of Americans.

He served as Commissioner of the Department of Homeless Services in New York, where he reduced the number of individuals living on New York’s streets by 47 percent.

Prior to his role as commissioner, Rob spent five years as a member of the administration of the City of Philadelphia's Mayor John F. Street, serving as the Deputy Managing Director for Special Needs Housing. He was responsible for overseeing Adult Services, which included the Office of Emergency Shelter and Services, the Office of HIV Planning, Philadelphia Housing Support Services, and a number of collaborative programs with other City departments. 

Rob’s accomplishments in Philadelphia included reducing the number of individuals living on the streets by more than 60 percent. He also served as the President and CEO of the Maryland Center for Veterans Education and Training.

He earned his B.S. from the University of Maryland and was a veteran of the United States Army.
