Just this summer, Chancellor Dennis Walcott nixed a contract with Future Technology Associates (FTA) after spending $74 million on mostly no-bid contracts with the firm, so FTA could set up “an electronic ordering system” for principals. The FTA had no track record, its headquarters were a mail box in Jacksonville and an FTA owner, with help from a former DOE executive, allegedly skimmed from the multimillion-dollar project, in part by secretly subcontracting work to cheap labor in India and Turkey.
