Decades after it was first proposed, the city is building the Second Avenue Subway to relieve crowding on the Lexington Avenue lines (the 4, 5 and 6). But the current $4.5 billion phase of the project, expected to be completed by the end of 2016, only covers the territory between 63rd and 96th Street. There's no telling if or when the full Second Avenue concept, intended to run from the Financial District to 125th Street, will be built—or who will pay for it.
