New York's three airports—LaGuardia, Newark and JFK (pictured)—are the country's three worst airports for delays. According to the Regional Plan Association, while the region has a range of options for improving performance and absorbing an expected increase in passengers down the road—using technology to better manage demand, improving high-speed rail to move some passengers from planes to trains—expanding JFK and Newark offer the best chance for real improvement. Such a step would almost certainly involve federal funding and regulatory approval.
