Herman Badillo, seen here as a congressman in the 1970s, was also a Bronx borough president and ran for mayor six times, never securing a party nomination. His political heartbreaks embodied tensions within the Latino community over how to identify themselves in the city's traditional ethnic succession narrative, and also reflected strains in the on-and-off alliance among blacks and Latinos.
