CONTRACT TITLE Higher Education Officer
CAMPUS SPECIFIC INFORMATION The Continuing Education and Workforce Programs (CE&WP) unit of the Office of Academic Affairs supports positive employment outcomes for students in both degree and continuing education programs. The department improves CUNY's responsiveness to industry and maintains program quality through partnerships with employers, unions, government agencies, and private funders; analysis of qualitative and quantitative labor market information; and assistance to the CUNY colleges.
Located in Downtown Brooklyn, the Office works with continuing education divisions and academic departments across the university, which provide professional training opportunities, personal enrichment courses, economic development support, and a variety of other services for their local communities. Key programs and initiatives of the CE&WP include the Office of Workforce Partnerships, the US Department of Labor-funded CUNY CareerPATH program, Personal Care Aide to Home Health Aide Training Program, Adult and Continuing Education Programs, the Helena Rubenstein Scholarship Fund for Career Advancement, the Workforce Development Initiative grant program, and other initiatives. Reporting to the University Dean for Continuing Education, the Director of CE&WP, will oversee all of these existing programs and initiatives. In addition, the Director will create a vision for the University's approach to employment issues and outcomes for both degree and non-degree students, focusing on CUNY's responsiveness to the labor market and employer needs. The Director will also act as the point person on workforce issues for internal and external stakeholders (Mayor's Office, Governor's Office, New York City Department of Small Business, private foundations, etc.).
Key responsibilities include, but will not be limited to the following: - Establishing a strategic direction for the department and for the University with respect to employment outcomes, strategies and programs. - Providing oversight of existing programs, including supervision of staff and management of budgets, project deliverables, reporting, evaluation requirements, and funder and partner relationships - In collaboration with the Dean of Continuing Education, developing the yearly agenda for the continuing education deans and directors at the CUNY colleges - In collaboration with the Office of Institutional Research and Assessment and New York City Labor Market Information Service, managing implementation of the Governor's Jobs Linkage Initiative and the recommendations of the CUNY Jobs Task Force. - Securing resources to support key strategies and initiatives. - Overseeing development and management of necessary databases and other research and customer relations management technology for the Office.
MINIMUM QUALIFICATIONS Bachelor's degree and eight years' related experience required.
OTHER QUALIFICATIONS The successful candidate will have the following knowledge, skills, and abilities: - Advanced degree in business, public policy, or related field preferred - Eight (8) years of progressively responsible experience managing publicly or privately-funded employment, training, and/or education programs - Supervisory experience managing a team of staff - Human resources, staffing/recruiting, career counseling and placement, internship, employment, job and/or workforce development experience in higher education preferred - Entrepreneurial, proactive, flexible, decisive, and diplomatic to successfully navigate a complex political landscape and work with diverse internal and external constituents of various organizational levels - Excellent writing, oral, and interpersonal communication skills with strong negotiation, consultation, presentation, and group facilitation skills - Detail oriented with strong analytical, evaluation, research, and organizational skills with ability to set plans, manage a large workload and multiple assignments with conflicting priorities, and meet deadlines in a dynamic customer-responsive office - Work effectively as an individual contributor and collaboratively as a team member - Proficiency using standard office computer programs, systems, and databases
