Description
The property management division is responsible for the operation and physical management of a portfolio of approximately 74 buildings, with 1,300 dwelling units in the East Harlem Catchment Area. This division is also responsible for tenant contact, rent collection, and filing timely, mandatory government applications and reports. The field-based work of the property management division is segmented into zone teams that provide a full range of Hope Community services to tenants and commercial leaseholder's n a particular geographic area.

Responsibilities:
REPORTING RELATIONSHIP

The position of Property Manager Reports directly to the Director of Property Management. Management responsibility for a mixed portfolio of residential housing. Duties include, but are not limited to:

BUILDING ADMINISTRATION
• Prepare documentation required for legal proceedings relative to residential leaseholder matters. RESIDENT SERVICES AND RELATIONS:
• Prepare timely, accurate, and complete standardized building management reports, weekly timesheets, annual operating budgets, and other regularly assigned reports for each property managed.
• Monitor rent collection, and ensure that rent is collected on a timely basis from residential tenants in assigned properties.
• Process Section 8 applications for prospective tenants, and annual re-certifications for current tenants, in compliance with all applicable regulatory requirements.
• Conduct an annual inspection of each occupied apartment, including home visits with tenants. MAINTENANCE SUPERVISION:
• Supervise Superintendents and, through them, all subordinate maintenance staff at all assigned properties.
• In collaboration with other Property Managers, maintain an up-to-date preventive maintenance schedule, and ensure Superintendent and maintenance staff compliance with the schedule.
• Supervise, evaluate, and sign-of on the performance of independent contractors, vendors. FISCAL MANAGEMENT
• Control property operating expenditures within budget limitations while maintaining HCI standards, policies, and procedures for fiscal management.
• Maintain petty cash fund for each zone, and allocate as necessary for use in each assigned property, on behalf of HCI.
• Manage and ensure consistent income stream through quick turnover of vacancies.

Qualifications:

• Minimum: Associate Degree plus five years property management experience preferred.
• Working knowledge and experience managing, in managing low income housing subsidy programs, at HUD, DHCR and Tax Credits properties.
• Knowledge of industry standards and building systems.
• Knowledge of NYC building codes.
• Registered Apartment Management (RAM), Certified Manager of Housing (CHM), or Certified Property Manager (CPM) certification, and tax credit certification.
• Possession of a valid New York State Driver's License is required, with own vehicle.
• Proven Computer skills.
• Organization skills and supervisory experience.
• Hands-on action-oriented individual, with demonstrated ability to supervise staff, and effectively communicate verbally and in writing with others.
• High level of commitment to, and enthusiasm for, promotion of Hope Community's mission.
• Ability and enthusiasm for working with staff at all levels of the organization in a collaborative team approach.
• Proven ability to exercise sound judgment concerning expenditures, resident relations, reporting and community affairs.

Preferred:

• Computer fluency, a proven track record of attention to detail and experience with HUD, HPD, and DHCR agency requirements are essential.
• College degree or equivalent related experience.
• Previous related experience strongly preferred.
• Organizational experience in working as an indirect supervisor of work of staff reporting elsewhere.
• Possession of a valid tri-state area Driver's License is required, with own vehicle.
• Knowledgeable in TRACS 202
• Strong organizational and management skills.
• Ability to support, coach, and facilitate creative and productive working relationships
• Detail oriented.
• Excellent interpersonal, verbal, and written communication skills
• High level of commitment to, and enthusiasm for, promotion of Hope Community's mission.
• Ability and enthusiasm for working with staff at all levels of the organization in a collaborative team approach.
• Notary a plus.
• Bi- lingual Spanish / English a plus.
