Deputy Commissioner, Early Care and Education

NYC Administration for Children's Services (ACS) is a premier children's services agency dedicated to ensuring the safety of NYC's 1.8 million children and strengthening its families.

ACS is seeking a dynamic and outstanding Deputy Commissioner for the Division of Early Care and Education (ECE).

The Deputy Commissioner (DC) will manage all programs in the Division. This includes EarlyLearn NYC, which provides contracts to community agencies throughout the City that offer integrated and coordinated (ECE) services to families and children. The DC will manage eligibility processes for families seeking early childhood services, oversee payment and other processes for families in the City's public assistance program, and provide policy advice to the Commissioner and others on child development matters.

The DC will manage services costing more than $900 million annually, funded through a mix of federal, state and city funds. The DC will assure that the Division maintains the efficient and effective use of these funds from the perspectives of families and children and of the City, the State of New York, the Federal government and other oversight programs.

The DC will coordinate policies and services with numerous other public and private agencies including, community-based contract agencies; New York State's Office of Children and Family Services; the US Dept. of Health and Human Services; NYC's Depts. of Education, Health and Mental Health, Human Resources Administration, Office of Management and Budget; child development advocacy groups, and others.

PREFERRED SKILLS: Candidates must have experience in public and/or non-profit child development or in related programs that serve children and families. They must have experience managing relatively large and complex service delivery organizations, preferably ones that provide services through a mix of contracted and internal services. Leadership and financial skills are critical, as well as the ability to work effectively with peers and with stakeholders within and outside of government. Candidates must have a graduate degree in early childhood education, psychology, human services, public policy/administration, business administration, social work, finance or a related field.

Candidates must demonstrate competency in other areas including the following: ·Organizational change, ·Strategic thinking, ·Collaboration and teamwork, ·Holding people accountable, ·Developing others, ·Drive for results, ·Impact and influence, and Communications (spoken and written).

SALARY RANGE: $89,988, - $203,566.
