JOB DESCRIPTION: The FDNY seeks an experienced compliance professional to serve as its Deputy Commissioner/Chief Compliance Officer (CCO) with responsibility for ensuring the Department's compliance with all court orders and mandates, including Federal, State, and City laws, rules and regulations governing providers of health care services. Specifically, the Deputy Commissioner will spearhead all aspects of the Department's legal compliance, including the FDNY's comprehensive efforts to assess and upgrade its recruitment program, EEO administration and personnel processing as mandated by the Court in U.S.A., et al. v. City ("Court Order"). The Deputy Commissioner will participate in the formulation, implementation and monitoring of policies and procedures that ensure compliance with current court orders and any future court orders and mandates. The Deputy Commissioner will also be responsible for developing a compliance program that promotes and ensures the Department's compliance with all: (a) Federal, State, City laws, rules and regulations governing the billing of governmental and non-governmental entities for the Department's provision of healthcare services; (b) the privacy and security regulations contained in the Federal Health Insurance Portability and Accountability Act (HIPAA); (c) the provisions of the New York State Public Health Law and the regulations applicable to the Fire Department operations; and (d) other applicable healthcare laws, rules and regulations. The Fire Department of New York City (FDNY) is committed to enhancing and maintaining a workforce that mirrors New York City's uniquely diverse communities; ensuring the provision of pre- hospital emergency medical services and maintaining the privacy and security of medical information acquired during the provision of services.

QUALIFICATION REQUIREMENTS: Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work. Must remain a member of the New York State Bar in good standing for the duration of this employment.

PREFERRED SKILLS: Minimum of ten years serving as an attorney admitted to practice in New York State, two years of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity. Significant litigation experience, with extensive experience in court compliance matters. Knowledge of employment and civil service law; Federal, State and City anti- discrimination laws. Experience in a leadership role related to a health care compliance. Excellent written communication and interpersonal skills.Experience at coordinating operations of complex organizations. New York City residency is required within 90 days of appointment.
