Description
Lantern Community Services is seeking a Director of Operations who will oversee the operations of our organization. This person is a critical member of the Senior Management Team and will be responsible for ensuring that our programs comply with all government regulations, and will work to develop and implement policies to ensure that the programs are providing the same high quality level of services to our clients. The Director of Operations will also be responsible for ensuring that we deliver high quality outcomes related to the operations of the buildings. The Director of Operations will oversee the security services provided at our buildings, work closely with the property manager and coordinate with the Chief Financial Officer on staffing and finance matters. The Director of Operations will oversee our three Clinical Directors who are each responsible for a group of buildings, the Director of Human Resources, a Director of Quality Assurance and Compliance and the Director of Leasing. The Director of Operations will report to the Executive Director. This position is exempt.

Responsibilities:
Responsibilities: Operations and Program Coordination
• Work closely with the Director of Programs in the provision of the highest quality services to our clients, focusing on best practices and evidenced based programs and ensuring that those initiatives are being adhered to in all programs.
• Responsible for day-to-day operations of all programs and services ensuring that services are being provided appropriate with the best outcomes for our clients.
• Ensuring that program staff are providing data as required for government compliance as well as for the development of strong programs and ultimately high quality outcomes for our clients.
• Ensure that programs are fully staffed, and overseeing hiring for all staff and meeting the expectations within the programs and by our funders for quality work with clients.
• Coordinate the resources for the buildings, including working closely with property management as needed to address the needs of the clients.
• Oversee the provision of security to the buildings (often provided by an outside consulting firm), and ensuring that the security services are high quality, are providing the support as required, and addressing any identified issues with security firms. Responsible for negotiating the terms with the security firms, and continually assessing the quality of the services.
• Address any emergency and serious incidents within the programs, ensuring incidents are reported appropriately and working closely with staff to put in place policies and procedures to prevent future incidents.
• Put in place emergency procedures and policies for the organization and ensure these are kept up to date and training is provided for staff and clients on a regular basis.
• Address any identified community needs, and developing relationships with key community stakeholders and supportive service providers as needed.
• Ensure that all policies and procedures are in place and being applied at the buildings (such as the visitors policy) and also identify and developing additional policies and procedures as needed.
• Coordinate the purchase of furniture and design of community spaces for new buildings and programs.
• Coordinate the purchase of supplies, and other direct-service resources for the buildings, including working closely with property management as needed to address the needs of the clients.

Contract Compliance and Quality Assurance


• Ensure programs deliver services in compliance with audit standards, approved scopes of work and within approved budgets.
• Address all contract concerns and violations (oversee the preparation of all corrective action plans) and put in place measures to review these on an ongoing basis.
• Develop and implement review tools and reporting mechanisms for programs to use to ensure compliance.
• Implement internal system-wide periodic compliance review of contracts and programs in response to internal or external requests including regular review of such audit requirements as fire drills or apartment inspections.
• Responsible for oversight of relevant contracts including, expiration dates, outcomes or expectations and other relevant information to ensure compliance, including management of information and correspondence with funders.
• Responsible for oversight of all reporting to funding agencies.
• Establish strategies to improve efficiencies, reduce risk, and vulnerability to fraud, abuse and/or waste.
• Participates in periodic, systematic reviews of program manuals and updates in alignment with organization's changing needs and evaluative or accrediting body standards.

Leasing and Compliance


• Oversee team responsible for leasing up of units and helping clients to maintain housing.
• Oversee the very strict and detailed leasing up requirements based on government and investor needs for each building, and coordinating that lease up with program staff.
• Track all arrears and vacancy information closely, and monitor it to ensure maximum collections and minimum vacancies.
• Work with program staff to ensure they are providing evidence-based programs to help clients retain their housing. Human Resources
• Ensure that programs are fully staffed, and overseeing hiring for all staff and meeting the expectations within the programs and by our funders for quality work with clients.
• Working with the Director of Human Resources, manage and oversee the human resource function for Lantern Community Services including:
• Recruitment and hiring
• Benefits administration and oversight
• Professional training and development, including new employee orientation
• Retention strategies
• Regulatory oversight and legal compliance

Qualifications:
Qualifications: Experience
• Master’s Degree in Business Administration, Public Administration, or related field with commensurate work experience
• More than five to seven years of effective supervisory experience.
• Experience managing administrative systems for a progressive organization.
• Strong operational experience with at least five-ten years progressive experience In operational/administrative management.

Skills
• Excellent supervisory and leadership skills working with a wide range of staff in experience and expertise.
• Prior experience overseeing contract compliance and human resources preferred.
• Strong oral and written communication skills, with an attention to detail and organization.
• Ability to facilitate positive changes within an organization and ensure that services are provided consistently and effectively to all clients.

About Organization:
Lantern Community Services (“LCS”) was founded in 1996 in order to strengthen the social and economic stability and independence of residents of permanent affordable and supportive housing in the New York City metro area. We deliver onsite supportive services to low-income families and individuals living in more than 1,400 units located in 14 congregate buildings throughout New York City. LCS provides the employment and education, referral and benefits counseling essential to fostering housing retention and goal advancement for the LCS residents, many of whom have special needs, including mental illness and HIV/AIDS, as well as young adults aging out of foster care. LCS also oversees the leasing and regulatory compliance of the residents to maintain housing stability.
