The Human Resources Administration (HRA) is one of the nation's premier social service agencies dedicated to enhancing the quality of life for all New Yorkers by providing temporary help to eligible individuals and families with social service and economic needs in order to assist them in moving out of poverty.

Homelessness Prevention is recruiting for a Budget Specialist for its Legal Assistance Initiatives Unit. This new organizational area is an integral part of the Mayor's initiative in preventing and addressing homelessness and housing stability in the City of New York. The Budget Specialist will review program budgetary requirements, exercise budgetary controls, and study and review legal assistance contractor operations and procedures.

The Budget Specialist will: Conduct analyses relative to all actions involving appropriation of funds, staffing requirements, operational and accounting systems. Alert and advise management, through the collection, organization, analysis, interpretation and presentation of data, of any economic problems or potential areas of concern, as it pertains to contractors' delivery of services. Advise management of nature, extent and purposes of budget requests and appropriations and exercises functional control in budgetary administration. Perform ongoing studies on personal, and other than personal service appropriations for greater economy, efficiency and conformity to needs. Conduct fiscal, procedural, organizational and methods surveys, studies and corresponding reports. Prepare budget tabulations, statistical analyses, expenditures and cost statements. Prepare comprehensive reports for management recommending budget modification. Monitor and analyze contract expenditures noting variances between projected and actual expenditures. Perform other related duties, as needed.

PREFERRED SKILLS: Excellent computer skills with high proficiency in Microsoft Office Suite. Strong written and verbal communication skills. Excellent analytical, organization, presentation and facilitation skills. Ability to handle multiple tasks and deadlines.

MINIMUM REQUIREMENTS 1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
