The Chief Accountability Officer (CAO) serves as the accountability leader for NYCEDC. The CAO will create, implement and direct programs, policies and practices to ensure that all departments and their related business practices are in compliance with company policy as well as legal and regulatory requirements. He/she works with department heads to evaluate metrics, track laws and regulations, conduct audits, and implement necessary changes. He/she will also serve as the Public Records Officer directing all Freedom of Information Law (FOIL) requests. The CAO will report to the Chief Financial Officer (CFO) and manage the Compliance Department.
Design, deliver, and implement NYCEDC's formal accountability system
Be responsible for corporate wide reporting metrics including but not limited to: Public Authority Accountability Act (PAAA), Minority Women Business Enterprises (MWBE), Living Wage, and Title VI
Spearhead transparency initiatives to make information on NYCEDC's business more readily accessible to the public, including through the use of searchable databases and other online systems.
Provide advice and guidance regarding compliance requirements that impact the Company's business
Ensure that all FOIL requests are directed, processed and responded to in a timely manner
Review incident statistics and other documentation of compliance and audit activities
Conduct assessments to monitor existing practices or help develop standards or procedures to support corporate accountability
Work closely with senior management to assess NYCEDC metrics and make accountability system recommendations. Qualifications:
10+ years of experience in roles of increasing leadership and responsibility in areas of compliance, legal services, regulatory agency, audit, or a related consulting field
Demonstrated expertise in a variety of the field's concepts, practices, and procedures
Proven leadership skills in developing, directing, organizing, managing, coordinating and monitoring complex processes
Understanding of City, State and Federal regulations regarding public authority reporting
Advanced knowledge in Microsoft Outlook, Excel, PowerPoint, and Word
Demonstrated ability to identify, analyze and resolve complex problems
Exceptional written and verbal communication skills
Outstanding organizational and time management skills; Capable of effective planning and priority setting
Strong attention to detail and accuracy
Excellent analytical skills and the ability to discern the practical application of regulatory and legal requirements
Demonstrated ability and willingness to learn, adapt, and apply new processes to job responsibilities
