Director for Public/Private Health Insurance Work Support Initiatives
The City of New York Human Resources Administration's (HRA) Office of Citywide Health Insurance Access (OCHIA) is seeking a Director for Public/Private Health Insurance Work Support Initiatives. The Director will develop, manage and guide initiatives to expand access to health insurance, particularly for businesses that employ low-wage workers and non-standard workers. The primary platform for development and implementation of these strategies is the NYC Health Insurance Link, an online tool developed by OCHIA that helps NYC individuals, self-employed workers and small business owners find and compare health insurance plans and lets them learn about ways to make coverage more affordable, including by pairing public and private coverage. In addition to day-to-day responsibility for NYC Health Insurance Link, the Director is responsible for driving the implementation of the City's agenda by overseeing various marketing projects and developing strategies and programs to assist businesses, particularly those employing low-wage and non-standard workers, find and retain health insurance coverage. The Director will develop health insurance resources for agencies, such as the Department of Small Business Services, HRA and others to further the goals of City initiatives and other programs that help NYC's businesses improve economic opportunity for their low-wage workers through the provision of improved benefits and other financial supports. He or she also is responsible for helping shape the Office's policy initiatives designed to improve and expand the health insurance options available to small businesses and working individuals.
Minimum Qualification Requirements: Master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or a baccalaureate degree from an accredited college and four years of professional experience as described above.
Preference will be given to candidates with: Master's degree in a field related to public policy, health care administration, or business At least five years of relevant work experience Knowledge or familiarity with health insurance Website management, marketing and/or public relations experience Strong analytical and problem-solving skills Excellent written and verbal communication skills Strong interpersonal skills; capable of being a team member as well as a team leader, and to shift among these roles as work and collaborations with Office colleagues require Strong work ethic and willingness to perform all levels of tasks necessary to ensure completion of projects and deliverables Strong project management skills—well organized with attention to detail
New York City residency is required within 90 days of appointment.
Salary: $65,503 - $162,014, NYC offers an excellent and comprehensive benefits package.
