Job Description

Position Summary:
The Director of State Legislative Affairs will monitor, develop and advance the Department of Education's (DOE) state legislative priorities. The Director will also serve as a liaison with New York City delegation in the State Legislature, relevant offices within the Executive branch, and the other key education stakeholders and advocacy groups. The Director will also assist the Office of Public Affairs with other Department-based initiatives and projects. This is a full-time position likely to be based in Albany. Performs related work.

Reports to: Executive Director of Public Affairs

Direct Reports: N/A

Key Relationships: Executive Director of Public Affairs, Mayor's Office of State Legislative Affairs, NY State Education Department (SED), Governor's office, and State Legislators and staff members.

Responsibilities:
Legislative
• Help identify and develop the DOE’s state legislative agenda and priorities, and formulate strategies that create opportunities for the DOE to advance these priorities.
• Monitor and track education-related legislation and budget initiatives that impact the DOE; keep appropriate internal stakeholders apprised of any related bill activity, movement or amendments.
• Conduct research, analysis and make recommendations on legislative and policy issues; consult and work with appropriate DOE offices and the Mayor’s Office of State Legislative Affairs to prepare our positions on legislation.
• Lobby and negotiate with members of the State Legislature regarding the DOE’s legislative positions.
• Prepare briefings, legislative memos, testimony and correspondence for the Chancellor, Deputy Chancellors, Executive Director of Public Affairs and others.
• Assist in the development and drafting of bills.

State Liaison
• Serve as the point of contact and liaison for members of New York City delegation in the State Assembly and Senate. Answer inquiries regarding DOE policies and procedures, resolve constituent issues, and brief legislators on changes affecting their districts.
• Serve as the liaison to NY SED’s Office of Intergovernmental Affairs, the Governor’s office, other NYS government entities, and maintain relationships with relevant education advocacy organizations.
• Represent the DOE at public and private meetings with elected officials, community groups, parents and school communities.

Other Responsibilities
• Lead Department-based initiatives and internal work teams on behalf of the Office of Public Affairs (OPA).
• Assist in planning and executing public events for the DOE including town hall meetings, briefings, school visits, and press announcements.
• Provide logistical support for meetings, events and initiatives organized by OPA and the DOE.

Qualifications:
Minimum
1. Graduation from an accredited college with a baccalaureate degree; and four (4) years of full-time paid supervisory, administrative, consultative, managerial or executive experience of a nature appropriate to the duties of the position, such as legislative affairs, budget, lobbying, government affairs, public relations, education, or equivalent, or four (4) years of full-time paid experience as assistant to an executive in one of the fields described above, or a satisfactory equivalent; or
2. A satisfactory equivalent combination of education and experience.

• Excellent problem-solving skills, organizational skills and attention to detail.
• Flexibility, creativity and ability to work well under pressure.

Preferred:
• Experience with the State Legislature and/or Governor’s office.
• Knowledge of and work experience with education policy.
• Familiarity with the New York City public school system.
• Proficient in LRS, Statewatch, Microsoft Word, PowerPoint, Excel, Outlook, and Sharepoint.
• Bilingual (Spanish).
• A law degree from an approved college or university.

Salary: $70,000+

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
