Community Solutions, Inc. seeks a Director, Research and Evaluation at the Brownsville Partnership, a Brooklyn-based initiative of Community Solutions.

Position Description:

The Director of Research and Evaluation will develop and implement a new system for data collection and performance management to document, test and improve a systematic approach to community development led by the Brownsville Partnership , a consortium of twelve community partner organizations and agencies that coordinate efforts to prevent family homelessness in Brownsville, Brooklyn. The Brownsville Partnership is an expanded homelessness prevention and community development initiative that takes a holistic approach to neighborhood revitalization. The Brownsville Partnership seeks to connect families, provide a sense of community and offer a continuum of care through a variety of programs in eviction and homelessness prevention, early childhood development, education, training and employment services, and community health education.

The Director of Research and Evaluation reports to the Director of Special Projects.

Responsibilities:

*Create a model of data-collection and performance management for a collective impact model of shared accountability to the efforts of the multiple organizations within the Brownsville Partnership.
*Research and evaluate best practices such as the “Strive” model pioneered in Ohio/Kentucky.


*Develop indicators and information sharing protocols with City, State, and Federal Agencies.


*Document the process of developing this system approach to provision of services and prevention of homelessness.


*Track educational indicators for neighborhood youth in addition to the effects of social and physical interventions in the community.


*Prepare data sets for research.


*Utilize policy forums, on-line forums and other forums for dissemination of findings.


*Coordinate administration, collection and analysis of data as required for program review.


*Respond to other periodic data requests in a timely and accurate manner for internal and external stakeholders.

Qualifications:

*Mastery of effective outcome measurement and process evaluation tools and experience putting measures into practice.


*Training in social science research methods and a strong understanding of basic statistical concepts.


*Proficiency in the use of statistical software (SPSS syntax, STATA, and/or SAS) to analyze and manipulate large data sets with complex structures.


*Strong understanding of program evaluation methods.


*Demonstrated team leader and ability to work independently.


*Experience implementing evaluation models.


*Experience working cross-sector, e.g. economic development, education and public health.


*Experience starting up new initiatives.


*Detail-oriented and ability to keep accurate, well-organized records.


*A commitment to social justice and neighborhood revitalization.


*Excellent interpersonal skills, including ability to communicate with a diverse set of community members and stakeholders.


*Excellent written and communication skills.

Preferred:

*Master’s Degree in Public Policy or a related field or Bachelor’s Degree with advanced training in research evaluation plus four years full-time experience.


*Community Development experience is a plus.


*Familiarity with New York City and the Brownsville neighborhood is a plus.
