The New York City Housing Authority's Department of Resident Economic Empowerment & Sustainability (REES) is charged with working to develop programs, policies and collaborations to measurably support residents' increased economic opportunities with a focus on the functional areas of financial literacy and asset building, employment and advancement, adult education and training, and resident business development. REES seeks a dynamic, outcome-oriented Assistant Director of Outreach and Intake to join the Leadership Team and play a key role in shaping and executing NYCHA's economic opportunity platform.

Responsibilities:
The Assistant Director of Outreach and Intake will oversee REES’s Recruitment Team. Key responsibilities include, but are not limited to the following:

1. Oversee REES Central intake process, which includes administration of the Test of Adult Basic Education (TABE), pre-screening activities, REES Information Sessions, referrals to zone partners through REES Central offices in Brooklyn and through REES Hotline, and simultaneous internal and external information sessions utilizing NYCHA resources to support those events. 2. Assist in the improvement of internal systems to run a first class outreach, intake, and referral operation out of REES Central offices and through the citywide zone partner network, including the streamlining of forms and procedures to ensure excellent customer experience building on best practices in the field. 3. Work with the team of Assistant Directors to ensure that NYCHA residents are aware of and have access to relevant economic opportunities in each respective functional area listed above. 4. Responsible for day-to-day oversight of REES Central data system and customer management system. 5. Improve reporting mechanisms to ensure accountability and transparency in achieving resident outcome goals. 6. Work with REES Leadership Team and Zone Coordinators to spearhead the strategy, development, and implementation of recruitment plans working in collaboration with external partners, such as community based organizations, training partners, and city agencies. 7. Collaborate with colleagues to create and implement a citywide referral system for multiple, inter-disciplinary service providers across the functional areas listed above. 8. Oversee the allocation of REES recruiting and screening resources and coordination to support zone-specific, NYCHA Resident Training Academy (NRTA), job generation, and job placement initiatives. 9. In collaboration with the Assistant Director of Adult Education & Training and Training Academy Manager integrate screening for the NRTA into daily operations of Recruitment and Referral Specialist team. 10. Work with the Assistant Director of Asset Building and Financial Literacy and the Family Self-Sufficiency (FSS) Coordinators to support FSS enrollment and ensure institutionalization and integration with REES Central activities. 11. Work with the Assistant Director of Job Generation and the Job Generation team to ensure that NYCHA residents are appropriately screened and referred to employment opportunities with NYCHA contractors and private employers. 12. Represent NYCHA with external stakeholders around outreach activities.

Qualifications:
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred:
EDUCATION AND EXPERIENCE PREFERRED:

1. Masters Degree preferred in public policy, education, business or related field. 2. A minimum of 5-7 years working in Human Resources, Workforce Development, Job Development, General Management. 3. Proven experience leading successful and diverse teams, coordinating complex projects to achieve stated objectives, developing systems and applying best practices. 4. Proven experience using data to define and achieve outcomes; developing and implementing effective systems. 5. Proven experience and interest in creating and managing complex public-private partnerships, experience working with New York City government a plus. 6. Proven experience effectively collaborating with colleagues to achieve desired outcomes.

SKILLS DESIRED:

1. Exceptional project management, organizational, analytical, quantitative and qualitative skills. 2. Excellent verbal and written communication skills; strong attention to details. Entrepreneurial, self starter.
