The New York City Housing Authority's Department of Resident Economic Empowerment & Sustainability (REES) is charged with working to develop programs, policies, and collaborations to measurably support residents' increased economic opportunities with a focus on asset building, employment, advancement and business development. Through REES, NYCHA is reorienting its approach to better support residents and foster innovative outcome-oriented local initiatives.

This new approach seeks to enable NYCHA to (1) create more economic opportunities for NYCHA residents and NYCHA neighborhoods, while strategically investing and leveraging NYCHA's spending; (2) provide a more comprehensive economic empowerment platform with additional capacities around adult education and training, financial literacy and asset building, employment and advancement, and resident business development; (3) reduce the duplication of services - better investing limited resources; (4) enable NYCHA to be a better partner to community-based organizations, government agencies, philanthropies, community colleges, schools, employers and other key stakeholders; (5) drive more resources and investment into public housing neighborhoods.

REES seeks a Research and Evaluation Manager to develop and implement a rigorous evaluation agenda to systematically assess REES' program areas, and inform programmatic and policy decisions. The Research and Evaluation Manager will also develop and maintain a data sharing system that includes process measures outcome measures and performance management in order to document, test and improve economic outcomes for NYCHA residents and communities. The Research and Evaluation Manager will oversee a Data Specialist, and work collaboratively with NYCHA's Research Department.

Working closely with NYCHA’s Research Department, the Research and Evaluation Manager will oversee efforts to:

1. Develop evaluation protocols and methodologies across REES program areas in partnership with economic opportunity providers to achieve agreed upon outcomes; leverage NYCHA’s existing data to inform the development of programs, policies and collaborations to improve economic outcomes for NYCHA residents. 2. Identify data needs to support improved outcomes across NYCHA’s economic opportunity platform; develop and implement data collection methods in collaboration with NYCHA colleagues and partners. 3. Participate in collaborative efforts with NYCHA’s Research Department, sister city agencies, universities, think tanks and other stakeholders to advance a research strategy agenda to improve economic outcomes for public housing residents and communities. 4. Work with research staff at partner organizations, such as economic opportunity providers, to identify key process and outcome indicators and to develop systems to collect standardized data from these organizations to inform resource allocation, program design, resident outcomes, and policy changes. 5. Identify and share best practices and innovative approaches in the fields of collective impact measurement, community and economic development, workforce development, adult education and training, financial literacy and asset building and business development within REES and NYCHA as well as across partnerships and public housing neighborhoods. 6. Build a toolkit for Economic Opportunity Provider Partners to access NYCHA data resources in order to drive outcomes for NYCHA residents. 7. Work closely with NYCHA’s Research Department to align research strategies to support improved economic outcomes for NYCHA residents. 8. Work closely with external research and evaluation partners such as the Urban Institute, MDRC and the NYC Center for Economic Opportunity to support research efforts. 9. Develop systems for tracking and collecting resident and other program outcome data across all REES partnerships and stakeholders, both internal and external to NYCHA. 10. In collaboration with other REES staff, build performance management systems to align with key resident success indicators. 11. Oversee the accuracy of reporting and evaluating program efforts. 12. Support the Data Specialist to develop standard reports to simplify operations. 13. Analyze program data, write summary reports and present findings to key stakeholders, both internal and external.

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.


1. Master’s Degree in Public Policy, Social Science or a related field or Bachelor’s Degree with advanced training in evaluation research plus four years full-time experience. 2. Proven experience and results with developing and implementing program evaluation models. 3. Experience with building data systems for research and evaluation. 4. Experience communicating evaluation results and statistical analyses to diverse audiences and backgrounds.


1. Strong understanding of program evaluation theory and methods. 2. Mastery of effective outcome measurement and experience putting measures into practice. 3. Training in social science research methods and a strong understanding of basic statistical concepts. 4. Proficiency in the use of statistical software (SPSS, STATA, SAS). 5. Demonstrated team leader with ability to work independently. 6. Detail-oriented with ability to keep accurate, well-organized records. 7. A demonstrated interest in economic empowerment in low-income communities. 8. Ability to communicate with a diverse group of community members and stakeholders. 9. Excellent verbal and written communication skills. 10. Ability to multi-task and problem solve; strong organizational and team management skills.
