The New York City Housing Authority's Department of Resident Economic Empowerment & Sustainability (REES) is charged with working to develop programs, policies, and collaborations to measurably support residents' increased economic opportunities with a focus on financial literacy and asset building, employment and advancement, adult education and training, and business development. REES is seeking a dynamic Manager for the NYCHA Resident Training Academy (NRTA) to play a key role in shaping and executing NYCHA's future economic opportunity platform. Reporting to the Assistant Director of Adult Education and Training, the Manager will be a critical addition to a 4-person team responsible for developing and implementing the training and adult education agenda for REES. The Manager will directly supervise the Senior Training Academy Associate.

The NRTA serves as a prime example of the way NYCHA is leveraging its resources together with the power of public-private partnerships to support residents in increasing their incomes and building financial assets. The NRTA is an award winning public-private partnership that in 2011-2012 directly links graduates across four distinct training tracks (Pest Control, Janitorial, Maintenance, and Construction) to career pathway jobs with NYCHA and NYCHA contractors and partners. Since program inception in 2010, the NRTA has grown in size and scope with increased investment from Robin Hood, the primary funder of the program. The NRTA is expected to maintain a similar scale from Year 2 to Year 3, which begins in August of 2012. The NRTA is a cross-departmental initiative at NYCHA that requires strong leadership from the REES team to ensure continued success. To date, the NRTA has trained over 450 NYCHA residents completing 20 training cohorts with 6 different non-profit training partners. Overall 83 percent of the Academy's graduates, nearly 400 NYCHA residents, have been placed into jobs.

Responsibilities:
Responsibilities of the Training Academy Manager include, but are not limited to:

1. Lead the continued growth and expansion of the NRTA; oversee day-to day operations including outreach, recruitment, coordination among training partners, pre-screening, data collection, job placement at NYCHA and with NYCHA’s vendors, reporting, evaluation and communications to a variety of stakeholders, including to Robin Hood. 2. Use data to determine the most effective ways to conduct outreach and recruitment in collaboration with the Assistant Director of Outreach and Intake. 3. Set up systems to ensure effectiveness and efficiency of outreach and recruitment efforts citywide. 4. Coordinate with non-profit training partners on regular phone calls and meetings as needed to ensure seamless customer experience and the continuation of a high impact, relevant employer-linked training. 5. Analyze program metrics and outcomes to identify opportunities for increased operational efficiencies improving resource allocation and customer experience. 6. Support the development and implementation of new MIS system to improve efficiency of shared information. 7. Coordinate internally across NYCHA’s Human Resources, Operations, and Budget Departments to ensure integration with NYCHA’s hiring needs and current employment practices. 8. Coordinate with the Assistant Director of Job Generation to ensure the placement and retention of program graduates into jobs with NYCHA vendors and contractors. 9. Coordinate with NYCHA’s Capital and Development Department to determine key training needs for NYCHA’s vendors; work with NRTA partners to customize training to meet projected hiring needs. 10. Grow and manage relationships with private and public sector partners to employ Academy graduates including Building Skills NY (an affordable housing developer consortium), Lincoln Center Collaborative, Brooklyn Navy Yard, and other key partners. 11. Set up ongoing systems to evaluate the effectiveness of the NRTA by taking into account employer, participant, and training partner. 12. Utilize data and findings from surveys to improve the NRTA experience for all key stakeholders. 13. Oversee the development of a network of NRTA alumni to support participant outcomes and improve program operations. 14. Coordinate across REES leadership and Department of Communications staff to ensure NRTA alumni success stories are catalogued and distributed. 15. As part of the Adult Education & Training team, develop, execute and grow new training initiatives based on residents’ needs, NYCHA’s spending, and market opportunities; contribute to the creation of systems, processes and collaborations to connect NYCHA residents to existing high quality relevant training programs.

Qualifications:
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or 2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred:
EDUCATION AND EXPERIENCE PREFERRED:

1. Master’s Degree in public policy, public administration, education, management, sociology, business or a related field. 2. A minimum of 3-5 years of full-time work experience in positions with increasing levels of responsibility. 3. Experience in the workforce development field and/or in positions focused on low-income communities. 4. Proven experience managing successful and diverse teams, coordinating complex projects to achieve stated objectives, developing systems and applying best practices. 5. Proven experience and interest in creating and managing public-private partnerships.

SKILLS DESIRED:

1. Exceptional project management, organizational, analytical, quantitative and qualitative skills. 2. Excellent verbal and written communication skills; strong attention to details. 3. Entrepreneurial, self-starter with excellent customer service skills. 4. Proven project management skills with the ability to execute and deliver on multiple projects and meet deadlines.
