Elcock Rejoins Harlem United

Soraya Elcock has returned to to Harlem United Community AIDS Center as Senior Director of Policy and Business Development. In the newly created role, Elcock will complete the Policy Division, joining Kimberleigh Smith, Senior Director of City and State Policy, and Kali Lindsey, Senior Director of Federal Policy.

Elcock previously worked at Harlem United from May, 1999 through December, 2009. Among her major accomplishments during her tenure was the implementation of a two-year mobilization, advocacy and education campaign to change New York State's antiquated HIV testing law in order to increase early detection of HIV status and access to care. The initiative resulted in the passage of a new HIV testing bill in 2010. Additionally, as Deputy Director of the Prevention Division (from 1999 – 2006), Ms. Elcock built the agency’s prevention portfolio from a budget of $200,000 and a staff of 4 to a budget of $7 million and staff of 45.

Since opening its doors in 1988, Harlem United (www.harlemunited.org) has served thousands of people in the diverse communities of Upper Manhattan, South Bronx and Brooklyn; providing a full range of medical, housing, prevention and supportive services predominantly to African-American and Latino individuals living with HIV/AIDS, whose diagnoses are often complicated by addiction, mental illness, and homelessness.
