FPWA's Pham says just streamlining the application process would make a huge difference in easing access to benefits. "You can't leave to go to the bathroom for seven hours, or to get lunch, because if you leave and then they call your number, that's it," she notes. "It's just a system that from the entry point makes it very difficult to submit that application, to get that interview, and then to be processed."
