Officially called the National Commission on Terrorist Attacks Upon the United States, but also known as the Kean Commission, this panel held a hearing on the emergency response to the 2001 attacks and devoted a chapter of their much-read final report to the performance of the FDNY, NYPD and other rescue agencies.

An agency of the Commerce Department, NIST was charged by Congress with the task of producing a detailed engineering study of the collapses on September 11. They also explored how building occupants and emergency responders performed.
